Quick answer: For 2027, Florida Blue offers Medicare Advantage HMOs built on the Florida Health Care Plans (FHCP) network and BlueMedicare PPOs in Volusia and Flagler. Two Patriot PPOs give money back on your Part B premium and leave out drug coverage. Florida Blue also sells Medicare Supplement plans and ACA plans for people under 65. We’re appointed with Florida Blue for all three, so we can compare them side by side for you during the Annual Enrollment Period, October 15 to December 7.
Hi, I’m Nathan Curry with HealthBrokerFL.com in South Daytona. Florida Blue is the name a lot of Volusia families grew up with, and in 2027 it’s really three different conversations: Medicare Advantage, Medicare Supplements, and ACA coverage for anyone under 65. Here’s how each one looks this year.
| Plan | Plan ID | Type | Monthly premium | Max out-of-pocket | PCP / specialist | Part B giveback | Drug deductible |
|---|---|---|---|---|---|---|---|
| FHCP Medicare Rx Plus | H1035-002 | HMO (FHCP network) | $82 | $6,750 | $0 / $40 | None | $700 (tiers 4-5) |
| FHCP Medicare Classic | H1035-040 | HMO (FHCP network) | $0 | $7,150 | $0 / $45 | None | $700 (tiers 4-5) |
| BlueMedicare Value | H5434-031 | PPO | $0 | $7,900 in-network | $0 / $50 | None | $700 (tiers 3-5) |
| BlueMedicare Patriot | H5434-044 | PPO, no Part D | $0 | $6,750 in-network; $10,100 combined | $0 / $55 | Up to $135 | No drug coverage |

The two FHCP plans use the Florida Health Care Plans network of doctors and clinics that many people in Volusia and Flagler already know. The difference is mostly premium against extras. Rx Plus costs $82 a month and has the lower out-of-pocket limit. Classic is $0 a month, has a slightly higher limit, and adds a $10-a-quarter over-the-counter allowance. Both cover preventive dental at $0 per the Summary of Benefits.
The PPO lets you see out-of-network providers at a higher cost after a $950 out-of-network deductible. In network, the 2027 Summary of Benefits lists $0 preventive and comprehensive dental services, including fillings and dentures, with frequency limits.
These two PPOs don’t include Part D drug coverage. Instead, they reduce your Part B premium by up to $135 (Patriot) or $200 (Patriot Plus) a month and include a $50-per-quarter over-the-counter allowance. They usually fit veterans who fill prescriptions through the VA. Read our guide to Medicare with VA, TRICARE or CHAMPVA before you choose one. Without other creditable drug coverage, a plan with no Part D can lead to a late enrollment penalty.
Brevard County: The FHCP Classic HMO, BlueMedicare Value PPO, and both Patriot PPOs are also offered in Brevard. Brevard also has BlueMedicare Classic HMO (H1035-019) and BlueMedicare Premier HMO (H1035-048), which aren’t offered in Volusia. Call us and we’ll walk through the Brevard lineup for your ZIP code.
Other options: Florida Blue also offers plans for people with both Medicare and Medicaid in some counties. We’ll check whether you qualify.
If you’d rather keep Original Medicare and see any doctor in the country who accepts Medicare, Florida Blue sells Medicare Supplement (Medigap) plans in Florida, including Plan G and Plan N. We’re appointed to sell them. Prices depend on your age, ZIP code, tobacco use and when you enroll, so we quote them one-on-one rather than posting rates. You’ll pair a Supplement with a separate drug plan. Florida Blue’s stand-alone drug plans for 2027 are BlueMedicare Premier Rx and BlueMedicare Complete Rx, and you can compare them on our Part D page. You can also learn more about Medicare Supplement plans in Florida.
Florida Blue also sells individual and family plans in Volusia through the ACA Marketplace, and we’re appointed to sell them. If you’re retiring early, self-employed or covering a spouse who isn’t on Medicare yet, see our ACA open enrollment guide for Daytona and Volusia. Marketplace open enrollment for 2027 coverage starts November 1.
Switching plans sometimes means changing doctors, especially if you move from a PPO to an FHCP HMO. We’ve built relationships with several doctors’ offices around Volusia County. If you’re open to switching and need a new primary care doctor, we’ll help place you with a practice that takes your new plan and make a warm introduction, so your first visit isn’t a cold call.
We compare Florida Blue with every 2027 option we offer: Aetna, UnitedHealthcare, Wellcare, Health First, Freedom Health, HealthSpring (formerly Cigna), Humana and CarePlus, Devoted Health and Optimum HealthCare. Start with our Medicare plans overview.
